
Hong Kong Food Hygiene Administrators Association
Hong Kong Food Hygiene Administrators Association (HKFHAA) was established in 2001, and members have been enthusiastic to promote food hygiene in Hong Kong and are very concerned in hygiene operation and food safety in hotel/catering management. Over the years the Association has actively organized food hygiene training courses, seminars, activities and workshops, hoping to share the latest food hygiene and safety information with colleagues so as to enhance the level of food safety management in Hong Kong and neighboring cities.
With advancement in technology to-day, effective operating systems are used in industries in order to enhance the overall operation and for the food industry, there is no exception. To ensure that food products comply with health and safety standards, testing and certification will help the food industry to establish better measures, in effective monitoring of the various work processes. In the food management team, ensuring food safety is the first priority and continuous professional development is necessary to obtain the latest industry information and knowledge. This will further enhance the professional standard and open up new dimensions in the trade.
HKFHAA has been the Chartered Institute of Environmental Health, CIEH, U.K.) Registered Centre. In the past, we have organised refresher seminars and training programmes in food safety and delivered a positive message across to the food industry in Hong Kong, Macau and China. Looking ahead, HKFHAA will continue to plan more activities to enhance food safety measures in the region.
委任衛生經理及衛生督導員的規定
食環署公佈全面實施「衛生經理」及「衛生督導員」計劃 為加強監管食肆衛生情況,食環署於二零零五年二月廿三日公佈,規定全港二萬間持正式或暫准飲食牌照的食肆今年五月三十日起,須最少委任一名完成認可課程的「衛生經理」或「衛生督導員」,負責監察店內食物及環境衛生,當中三千三百間*大型食肆、食物工場或製造和售賣高風險食物的食肆,須同時委任「衛生督導員」及「衛生經理」各一名,若違規者署方有權吊銷牌照,詳情請參閱食環署網頁。
新持牌制度由2004年6月起實施
食物環境衛生署在2004年公佈由該年下半年開始,正式實施新的持牌條件,規定*大型及高風險食肆/食品工場須委任一名衛生經理和一名衛生督導員監察食物衛生。食環處會繼續免費為食肆培訓「衛生督導員」,而食肆持牌人則須自行負責培訓「衛生經理」的費用。成功考獲「衛生經理」資歷的人士可透過培訓院校將個人資料交回食環處存檔。
食品衛生經理課程
香港食品委員會自九九年特區政府初次推出「食品衛生經理」計劃至今,一直協助香港城市大學專業進修學院開辦「食品衛生經理課程」,該院每月均有新班舉行,截至二零零四年九月,經該院培訓並成功考獲食品衛生經理資歷人士已超逾一萬九千人;而自食環處公佈正式實施新持牌條件後,食品業對衛生經理培訓課程需求甚殷,每期開班均告額滿,為應需求,城市大學亦儘量加開新班,以應業界需求,同業宜儘早報讀,以免額滿向隅。

Company Profile
The Quality and Healthy Foods Centre Limited is a Hong Kong-based company started off as a division under Hong Kong Food Hygiene Administrators Association which was established in 2001. The Centre focuses on introducing quality and healthy foods to the public at large in exhibitions, seminars and workshops, and specialises in product development to suit the Chinese palate.
In review, the following incidents have contributed to the need in providing Quality and Healthy Foods in Hong Kong, including:
- SARS outbreak in Hong Kong in 2003 which raised the alarm of Environmental and Community Health
- Contaminants and unwanted additives in food, such as in milk, fish, eggs, sauces, etc have weakened public confidence in safe foods
- Carcinogenic chemicals found in food preparation and processing have caused serious doubts in food production
- Nutrition deficiency and hazards in daily diets causing diseases like obesity in children and health problems for the ageing population have become an urgent issue for action
- Education for a healthier population with the essentials for maintaining a quality life style has been regarded as utmost important
The establishing of the Quality and Healthy Foods Centre Limited is to meet the needs of the above issues with dedication and support from institutions, associations and agencies sharing the same vision as follows: (but not in any preferential order)

The past experiences of the Centre have focused in activities like exhibitions, workshops seminars and training which include locations neighboring Hong Kong in Guangdong cities, Macau, Singapore and Taiwan. Australia and in particular, Queensland, has been the most important contributor of innovative ideas for the Centre’s operations.
For future developmental possibilities, the Management of the Centre wishes to explore the following:
- To gain Government support in start-ups in Agribusinesses for the young generation in Hong Kong, while getting themselves closer and friendlier to mother nature, and maximising the opportunities from the Free Trade Agreement signed between Australia and China in December 2015.
- To explore the use of food ingredients in developing food products which suit the Asian palates while meeting the healthy and nutrition expectations of the Centre.
- To assist internet sales of food ingredients and products while promoting food safety from the farm to the users in the food chain.
- To educate future generation in the knowledge and practices in sustainable growth in food ingredients and food production, while cultivating a healthy and quality life style for all.
Introduction of the Managing Director of the Centre
Mr. LAU Yiu Fai, Ronald – Managing Director of the Centre
Mr. Lau was involved in the family Food Business in London in the late Sixties while he was a full-time student at the University. He started off a Food Importing Business with his brother but only with modest success before returning to Hong Kong to start off his teaching/training career including a few years of teaching in Victoria, where he appreciated more of the natural resources and farming produce in Australia. Apart from co-ordinating food safety training in institutions in Hong Kong and Macau, Mr. Lau’s past services in the Government committee and community work have been diverse and various. His experience and network in Quality Assurance, testing services and certification have helped the Centre to develop marketing possibilities in neighbouring cities.

中醫食療及保健課程
環球經濟及市場環境急速改變,加上民眾對飲食質素要求不斷提升,然而在食品安全隱患、疫症沖擊下,食品及飲料安全及衞生製作標準更應重視。香港品質保證局在品質管理具豐富經驗,並有嚴格的要求,為協助飲食業界了解更多關於優質食品製作,現聯同「優質及健康食品中心」合辦「中醫藥膳及保健課程」。課程由註冊中醫師主講,聚焦都市人一般身體問題。學員可透過課程了解中醫學基礎知識和食性理論,並透過品嚐保健食療及中醫師望聞建議,進一步掌握保健及調理身體的方法。
